Speakers

Patricia A. Hageman, City Counselor, City of St. Louis
Ms. Hageman oversees the City’s law department, which is comprised of 42 attorneys, and serves as the City’s General Counsel in all corporate and litigation matters. She is a past-president of the Women Lawyers’ Association of Greater St. Louis and currently serves on the Board of Trustees of the Forsyth School, a private independent elementary school located in the City. She holds a J.D. from Washington University School of Law and a B.S. in Business Management from Bradley University. Ms. Hageman started her legal career as a Staff Attorney for the United States Court of Appeals for the Eighth Circuit; she also has worked as an Assistant City Counselor and in the private sector.

Matt Moak, Associate City Counselor, City of St. Louis
Mr. Moak joined the City’s law department in 2002 and has served as the managing attorney of the law department’s Problem Property Unit since 2007. The Problem Property Unit engages in community dialogue and handles municipal prosecutions, administrative hearings, and civil trial and appellate matters related to real property and nuisance behavior. Mr. Moak concentrates his practice in both state and federal litigation. He is a graduate of Illinois Wesleyan University and the University of Chicago School of Law.

Susan Phelps, Associate City Counselor, City of St. Louis
Ms. Phelps joined the City’s law department in 1997, and has worked in a variety of areas for the City, serving the Building Division, Office of the Assessor and other property related departments. Since 2003, she has concentrated her practice in prosecuting nuisance cases as part of the Problem Property Unit, and she has successfully worked on thousands of properties. Susan focuses on bringing community stakeholders together to reach resolutions and proceeds with municipal prosecutions when necessary. She earned her J.D. from Saint Louis University School of Law where she was a member of Alpha Sigma Nu, the National Jesuit Honor Society.
